What's Happening on the Site?
Master Developer
In May 2016, the TCAAP Joint Development Authority selected Alatus, LLC as the master developer for the site. In December 2016, the City Council approved amendments to the TCAAP Redevelopment Code and the Arden Hills 2030 Comprehensive Plan to facilitate the redevelopment plan proposed by Alatus. The City, Ramsey County, and Alatus are currently working on a Master Development Agreement that will guide the phased development of the site. The Master Development Agreement is anticipated to be completed in summer 2018.

What's Happening on the Site
Several large public infrastructure projects have recently been completed to help support the future development of TCAAP. Construction on the County Road H and I-35W interchange and the County Road I, Rice Creek Parkway, and Old Highway 8 interchange was completed in 2017.

The TCAAP Site Redevelopment Infrastructure Preliminary Design Report has been completed and final design will begin soon to allow construction of the main boulevard, natural resources corridor, and trunk utility lines in 2019.

Environmental Cleanup
Work to clean and clear the TCAAP site to residential standards was completed in November 2015. Ramsey County's environmental cleanup work was verified by the Minnesota Pollution Control Agency through its Voluntary Investigation and Cleanup program and the Environmental Protection Agency in 2016.

The U.S. Army released the results of an optimization study in January 2018 to determine how to best continue to treat TCE and 1,4 dioxane contamination in the groundwater on the site. The Army will continue to treat groundwater on the site for the foreseeable future. The continued groundwater treatment will not affect the redevelopment of the site.
