City Hall Parking Lot Construction

Project Overview

The 2022 – 2026 Capital Improvement Program identifies improvements of the Arden Hills City Hall Parking Lot scheduled for construction in the year 2022. The City Council approved plans and specifications on February 14, 2022 and the construction contract was awarded on March 21, 2022 to Bituminous Roadways, Inc. 

Project Scope

The proposed project includes installation and repairs to ADA concrete sidewalk and pedestrian ramps, drainage improvements, security camera and lighting upgrades, and a new bituminous paved surface. This project also includes installation of additional conduit and handhole adjacent to a parking stall for a “future” EV charging station if desired at a later date. 

Project Timeline

The anticipated schedule will allow for construction starting this summer and a final construction completion date is August 30, 2022. City Hall will remain open to the Public throughout all construction activities, please follow all traffic control signage.

Project Status to Date

October 4: Final clean-up will follow the installation of new light poles and security cameras. These are currently being manufactured and will not be installed until late this year pending their actual delivery date. 

August 23: Final seeding and clean-up will continue once seeding dates start again the end of August/early September. Light poles are still being manufactured and will not be installed until late this year.  

August 11: The contractor has completed the striping in the parking lot. The next items to address is final seeding and clean up once seeding dates start again the end of August. Light poles are still being manufactured and will not be installed until late this year.  

June 30: Bituminous Roadways Inc. finished the paving last week. The parking lot striping will take place the first week in July, allowing the pavement time to cool and strengthen. Parking for all vehicles can return to normal with the understanding that some coordination will take place to install the striping in a couple phases when the time comes. 

June 23: Friday, June 24th is the final pave day for the parking lot, weather permitting. A majority of the work will happen after City Hall closes at 11:30am, but work is scheduled to begin prior to that time. Please parks in the northmost part of the parking lot on that day. See map below for outline of the parking area.

June 17: Corrective work with concrete curb and sidewalk took place this week. Final patching and clean-up will be performed over the next week. Following that, Bituminous Roadways Inc. will place the final course of pavement currently scheduled for June 24th with striping to follow.

May 26: The Contractor has finished the paving of the first layer of bituminous for Phase 1. Staff and customers are allowed to park on the pavement within Phase 1. Parking will continue to be restricted as work progresses but City Hall will be able to function with approximately 35 parking spaces available and the new sidewalk will be walkable. Restricted areas will be coned off and adjusted as the project progresses. The working hours planned are from 7am to 7pm Monday through Friday. This week the concrete crews completed more installation of curb and gutter. The grading crews returned and performed grading operations to prepare for paving. The paving crew plans to install bituminous on the remaining class 5 (the yellow portion on the map). Next week, a concrete crew will be returning to finish the next phase of concrete and do corrective work and more dirt work will continue. 

May 20: The Contractor has finished the paving of the first layer of bituminous for Phase 1. Staff and customers are allowed to park on the pavement within Phase 1. Parking will continue to be restricted as work progresses but City Hall will be able to function with approximately 35 parking spaces available and the new sidewalk will be walkable. Restricted areas will be coned off and adjusted as the project progresses. The working hours planned are from 7am to 7pm Monday through Friday. This week grading crews returned and removed the remainder of the old parking lot and performed grading operations. Next week, concrete crew will be returning to finish the next phase of concrete and do corrective work.

May 13: Concrete crews nearly finished concrete work for curb and sidewalks for Phase 1, they will be finishing up that work early next week. Once concrete has had time to cure and strengthen, you will see bituminous paving come in for the first lift on blacktop later in the week. Once the pavement is placed in Phase 1, the contractor will switch over to Phase 2. Staff and customers will then be allowed to park on the pavement within Phase 1. Parking will continue to be restricted as work progresses but City Hall will be able to function with approximately 35 parking spaces available and the new sidewalk will be walkable. Restricted areas will be coned off and adjusted as the project progresses. The working hours planned are from 7am to 7pm Monday through Friday.

May 06: Bituminous Roadways completed the reclaiming, demolition and rough grading for phase 1. Concrete crews will be mobilized and start concrete work for curb and sidewalks the first half of next week. Once concrete has had time to cure and strengthen, you will see bituminous paving come in for the first lift on blacktop the following week or so. Parking will continue to be restricted as work progresses but City Hall will be able to function with approximately 20 parking spaces available for the first phase and sidewalk will be available to access City Hall. Restricted areas will be coned off and adjusted as the project progresses. Be sure to park only in the delineated area (the yellow area, as denoted in the graphic below). Working hours planned are from 7am to 7pm Monday through Friday.

May 03:  Bituminous Roadways will drop off traffic control and erosion control items on Tuesday, May 3 throughout the day. The crews plan to be here at 7am on Wednesday, May 4th to reclaim/grind up the parking lot in the red area shown on the map below. Parking will be restricted as work progresses but City Hall will be able to function with approximately 20 parking spaces available for the first phase and sidewalk will be available to access City Hall. Restricted areas will be coned off and adjusted as the project progresses. Working hours planned are from 7am to 7pm Monday through Friday. The schedule below was provided at the preconstruction meeting on April 13th and will likely change due to weather and material availability. Next week, after the reclaiming, demolition of the concrete and grading for the new curb and gutter will take place.

April 15: A preconstruction meeting with the Contractor took place on Wednesday, April 13 with HRGreen and Public Works Staff. The schedule from the contractor shows them completing work in the parking lot in two phases starting the first week in May and completing a substantial amount of the project into June. Parking will be restricted as work progresses but City Hall will be able to function with approximately 20 parking spaces available for the first phase and sidewalk will be available to access City Hall. Restricted areas will be coned off and adjusted as the project progresses. The working hours planned are from 7am to 7pm Monday through Friday. Next week, removal limits will be painted and the some minor equipment may be delivered. See image below for the phases.

April 08: A preconstruction meeting with the Contractor is scheduled for Wednesday, April 13 with HRGreen and Public Works Staff. A schedule will be received and discussed at that time. More details to come.
