Early Voting by Absentee (Envelope) Ballot
You can vote early by using an absentee ballot (Envelope), instead of voting in person at your polling place on Election Day.
Voting by Mail Absentee Ballot
To request an absentee ballot by mail, fill out an online absentee ballot application. Please submit your application no later than 2:00 p.m. on the Friday before Election Day, to ensure adequate time for the ballot to reach you via U.S. mail and for you to return it. When you receive the ballot, complete it and mail it to:

Voting In Person Absentee
In 2019, you can vote your absentee ballot in person at Ramsey County Elections Office, 90 Plato Blvd W, Suite 160, Saint Paul Absentee voting for the November general election begins Friday, September 20. Hours are 8 a.m. to 4:30 p.m. Monday through Friday until October 28. From October 29 to November 4, additional hours will be available at Ramsey County Elections Office and additional early voting locations.
Early Voting (October 29 through November 4)
Early voting will not be conducted at City Hall.
During the early voting period, voters place their ballots directly in the ballot machine. However, please keep in mind that you must still complete an Application before obtaining the ballot. The only way to avoid the need to complete a ballot application form is to go and vote at your polling place on Election Day.
