Snelling Ave North and Co Rd E Improvements
Project Overview
The city is in the early stages of planning and design for proposed improvements to Snelling Avenue North scheduled for construction in the year 2022.
Project Scope
Project planning includes the following components.
1. Reconstruction of Snelling Avenue North extending from Highway 51 through the intersection with County Road E.
2. Consideration of a single lane roundabout at the intersection of County Road E and Snelling Avenue North in partnership with Ramsey County.
3. Replacement of water main, sanitary sewer and storm sewer based on a condition assessment currently underway.
Project Status to Date
A field survey of the project area and schematic design of the roadway and intersection improvements were completed last year. An initial public informational meeting was held on October 19, 2019 to share project information and gain public input for the project.
An environmental site assessment is currently being conducted along the project corridor. Soil and groundwater samples were collected at 14 locations in April 2020 to identify if potential contaminants exist under the roadway where water, sanitary sewer and storm sewer utility replacement may be necessary. The environmental assessment is scheduled to be completed in June 2020. Additional project design, cost estimating, and public informational efforts will resume in July 2020.
Project Timeline
The project was initially planned for construction in the 2020 or 2021 time frame. However, Ramsey County will be reconstructing Lexington Avenue between County Road E and I-694 in 2021. Major improvements to Old Snelling Avenue and County Road E during the same time line as construction along Lexington Avenue would be difficult for local traffic, particularly given current road work underway along I-35W. As a result, the Old Snelling Avenue project has been rescheduled for the 2022 construction season.
