City Council Statement on Immigration Activities
At the August 25, 2025, meeting, the City Council approved a statement on Immigration Activities. Since that time, federal immigration enforcement has increased in our community resulting in concerns for the safety of immigrants and human rights. On February 9, 2026, the City Council approved the following statement on Federal Immigration Enforcement Activities.
The City of Arden Hills has heard from many residents and the business community that the increased level of immigration enforcement agents has created fear across our community. Our vision has a goal to enhance the health, safety, and well-being of all who live, work, and play in the City. At the core of that value is ensuring that everyone who enjoys our community feels safe.
We stand with our residents, our faith leaders, our educators, our businesses, and the countless community members who are acting every day to respond to these federal actions with courage and compassion. Arden Hills is committed to being a community where everyone feels safe and welcomed, regardless of immigration status. If you feel unsafe in any situation or have public safety concerns, call 9-1-1.
We commit to sharing accurate information, providing links to trusted support services, and standing alongside all those who are impacted. We unequivocally condemn the unconstitutional actions taking place in Arden Hills, Minnesota, and across the nation. We cannot decide federal policy, but we can choose how we respond. The City cannot and will not enforce civil immigration laws. The City will ensure that the proper authority – such as a judicial warrant – is provided to the City prior to the allowance of access to nonpublic spaces in a city building or nonpublic data.
Your City Council and city leadership will continue to be active in community conversations to work on your behalf to ensure everyone feels safe.
City Council Proclamations
At this same February 9 meeting, the City Council approved a Proclamation denouncing ICE enforcement activities and authorized the Mayor to send a letter to Federal Legislators demanding that they take action to prevent the current type of ICE activities. Ramsey County Sheriff's Office Statement
Federal agencies have jurisdiction to conduct law enforcement operations within our communities. The Sheriff’s Office becomes involved only when there is an immediate or emerging threat to public safety.

County Resources
How to reduce risk to yourself
- Stay calm.
- Don’t run, argue, resist, or obstruct the officer, even if you believe your rights are being violated.
- Keep your hands where police can see them.
- Don’t lie about your status or provide false documents.
Know Your Rights
- You have the right to remain silent. If you wish to exercise that right, say so out loud.
- You have the right to refuse to consent to a search of yourself, your car or your home.
- Regardless of your citizenship status, you have constitutional rights.
- You have the right to a lawyer if you are arrested. Ask for one immediately.
- You have the right to record police actions as long as you do not interfere with their activities and are not breaking any other law.

Xcel Energy Disconnection Protections
- Xcel Energy has implemented new temporary protections to help customers impacted by the current events who have lost income, are not able to go to work, or may be fearful to reach out. The company has suspended disconnections for residential and commercial customers in all seven metro counties effective Feb. 5 through the end of February. Customers do not need to call the company to request this disconnection protection. However, utility bills will continue to accrue during the suspension.
- Customers are urged to call Xcel Energy Customer Service at 800-895-4999, or go to https://mn.my.xcelenergy.com/s/billing-payment/manage-bill, to get set up with flexible payment arrangements and energy assistance.
Business Resources
The City sent an email to those businesses licensed or registered with the community on immigration resources. While the City does not have a role in these activities, we want to ensure that local businesses are aware of publicly available resources that may be helpful for planning, compliance, and employee support purposes.

Ramsey County Sheriff's Office has no jurisdiction over federal immigration enforcement.
